Can an App owner change an App state?

Cause:

Depends if the App Owner is a Torii user or not:

• App Owner who is NOT a Torii user - cannot change the App state.
  • What can you do in Torii?
    • You can get the app overview
    • Update app information
    • Manage users
    • Manage and take action over contracts (edit)
      
      
• App Owner who is a Torii User - if he has the Role "Take actions", he will be able to change the App state. 
  
  • What can you do in Torii?
    • It depends on the Role of the user.
