Question/Issue:

Why we are getting the error "The usage location should be a two-letter country code (ISO standard 3166)" when provisioning a user within Office 365?

Cause:

A wrong value was set in the Usage location field. 

Resolution:

Go to the Workflows settings, and change the Usage location to a two-letter country code. 
For example, for the United Kingdom - change it to UK.
